Who we are

The Community Improvement Corporation was created by the Guernsey County Commissioners in 1965 and designated by resolution to perform the economic development functions for the County, City of Cambridge, and Village of Byesville.  It was joined in this function in 2000 by the creation of the Guernsey County Port Authority.  Operating out of the same office with a common director and staff, the organizations are positioned to offer the best resources of each to help business locate or expand in Guernsey County.

We have a strong public/private partnership with the non-profit Community Industrial Association (CIA) adding to a menu of resources available to create a business-friendly environment.  Together, these organizations can assist your business in site selection, provide you with access to tax incentives, private investments, and help with establishing local critical contacts.

The CIC/Port Authority has participated in numerous projects over the years, providing financing, incentives, or location services:

  • Byseville to Derwent rail reconstruction $1 million
  • Detroit Diesel – Plant #2 $11 million
  • D.O. Hall Business Center upgrades $3 million
  • Encore Plastics $250,000
  • Fairfield Inn $7 million
  • Quanex/LMI expansion $18 million
  • Zane State Cambridge Campus $10 million

Assistance in these and many other projects has paved the way for the creation of nearly 1,000 jobs.
